Former Immigration Minister Says He Should Have Capped International Students Sooner in ‘Hindsight’

Justice Minister Sean Fraser says he should’ve placed a cap on international students when he served as immigration minister, following a recent auditor general report that found incidents of fraud in the program.
“With the benefit of hindsight, I would have liked to actually change the program fundamentally and say the federal government is placing a cap on this, and letting provinces allocate their share of the cap to different institutions,” Fraser told CBC News on March 25.
Fraser, who served as immigration minister from 2021 to 2023, said the federal government had negotiated on immigration programs with the provinces in “good faith.” He said those negotiations had failed, which led to the Liberal government introducing a cap in January 2024….
