SAN DIEGO—At the western-most point of the international divide, where the Pacific’s waves crash against the sand and metal border walls, San Diego Chief Patrol Agent Justin De La Torre draws attention to a series of contrasts at the border.
“When I first started, we didn’t have any of this infrastructure, so families would come out to visit this park,” he told The Epoch Times while driving down the final stretch of roadway between the primary and secondary border walls.
